Is it just me or is the narrator the same guy who narrated the short introduction to anime before the start some some videos in the late 90s?

Not sure. I’ve only just now started to dip my toes into the world of manga. I have become a big Tezuka and Tatsumi, but haven’t explored much anime yet.
